Lilian Seenoi Barr is a political and community leader whose life has been defined by a deep commitment to justice, equality, and human rights. Born and raised in Kenya, she witnessed firsthand the challenges facing women, girls, and marginalized communities — an experience that ignited her passion for advocacy and change.
In her late twenties, Seenoi Barr made the bold decision to move to Derry/Londonderry, a city in Northern Ireland, bringing with her a relentless determination to build a more inclusive and equitable society. As the founder and chief executive officer of the North West Migrants Forum, she has been at the forefront of championing the rights of migrants and minoritized communities, shaping policies, and developing programs to tackle racial discrimination, promote social inclusion, and foster community cohesion.
Her transition into politics was a natural extension of her activism. After joining the Social Democratic and Labour Party (SDLP), she quickly became a rising force, serving as chair of the Derry SDLP District Executive. In 2021, she was co-opted onto the Derry City and Strabane District Council, marking a historic milestone in her journey. Just two years later, she secured her seat as an SDLP Councillor for the Foyleside District Electoral Area, becoming the first Black person to be elected as a representative in Northern Ireland and an inspiring figure of hope for many.
Beyond politics, Seenoi Barr remains deeply engaged in grassroots activism, leading transformative campaigns on racial justice, women’s health, housing, young people’s leadership and empowerment, and the nighttime economy. She is passionate about creating opportunities for the next generation to grow, thrive, and lead. Through mentorship, advocacy, and initiatives that amplify youth voices, she is shaping a future where young leaders are not just participants but prominent change makers.

Seenoi Barr work has been recognized with numerous awards and honors, yet her true reward lies in the impact she creates every day. As mayor of Derry City and Strabane District, she is committed to leading with hope, accessibility, and a vision for a more inclusive and prosperous future. She believes that this is our time to build a city and district where everyone belongs and has the opportunity to succeed.
Dedicated to giving back, Seenoi Barr has chosen BUD Club as her “charity of the year,” vowing to raise awareness and support for its vital work during her term in the Guildhall.
